Метод ценообразования на основе двойной ставки: платы за единицу потребляемого продукта плюс фиксированная ежегодная или ежеквартальная плата для покрытия накладных расходов. Компании, применяющие такие тарифы, стремятся воспользоваться преимуществами ценообразования на основе предельных издержек (см. Marginal cost pricing) с целью получения достаточного дохода для покрытия всех своих расходов. В сфере коммунальных услуг широко применяется простая форма двухчастного тарифа для оплаты за газ, электричество, телефон и т.д. Существуют и более сложные многоступенчатые виды тарифов для расчета платы за электричество и транспортные услуги в периоды максимальной и минимальной нагрузки. 1. Метод определения цены на товар на основе средних издержек плюс прибыль в виде процентной надбавки. Этот метод схож с методом ценообразования на основе полных издержек (см. Full-cost pricing). 2. Принцип ценообразования на основе средних издержек производства и сбыта. В этом случае цена включает в себя как предельные издержки (см. Marginal cost), так и постоянные накладные расходы (см. Overheads). Он подразумевает пропорциональное рас-пределение постоянных накладных расходов на единицы производимой продукции. См. Ценообразование на основе предельных издержек
1. Метод определения цены на основе валовой прибыли (см. Contribution). Выручка на единицу продукции, умноженная на количество проданного/произведенного товара составляет валовую прибыль, которая необходима для покрытия постоянных издержек ( сохранения рентабельности) или постоянных издержек и плановой прибыли. Для расчета цены продажи к величине переменных/ предельных издержек на единицу продукции прибавляется валовая прибыль. Ср.: Full-cost pricing. 2. Принцип ценообразования, обосновывающий целесообразность установления цены на уровне предельных издержек. Конъюнктура рынка совершенной конкуренции гарантирует установление цены на основе этого принципа, т.к. средний и предельный доход равны. В условиях несовершенной конкуренции, однако, когда цена равняется предельным издержкам, невозможно добиться максимизации прибыли, поскольку средний доход всегда превышает предельный доход. Принцип ценообразования на основе предельных издержек рекомендуется использовать на национализированных предприятиях в государственном секторе экономики, т.к. только он дает возможность максимизировать экономическое благосостяние общества (см. Public utilities). Рассмотрим график. В отраслях с убывающими издержками, когда предельные издержки МС ниже средних общих издержек ATC, установление цены, равной предельным издержкам, приводит к потерям, которые приходится компенсировать за счет налогов и других источников (цена OP1). В отраслях с возрастающими издержками, когда предельные издержки выше средних общих издержек, ценообразование на основе предельных издержек приводит к образованию избытка (цена OP2). Ценообразование с учетом пиковой нагрузки
Принцип установления более высоких цен на определенный продукт( например электроэнергию) в период максимального спроса на него, что отражает более высокие предельные издержки производства этого продукта. Такой способ ценообразования основан на стимулировании более равномерного использования ресурсов. На железнодорожном транспорте для этой цели применяются многочастные тарифы. См. 8 NATIONALIZATION
Национализация
Переход частной собственности в руки государства. Так, например, в Великобритании в 1949 г. лейбористское правительство национализировало черную металлургию и ряд других отраслей. В 1953 г. при правительстве консерваторов черная металлургия вновь перешла в частную собственность, затем большая часть отрасли была снова национализирована лейбористами в 1967 г. Следующее консервативное правительство опять сделало компанию «Бритиш стил» частной (см. Privitization). Экономическим обоснованием национализации является тезис о естественной монополии (см. Natural monopoly): наиболее эффективное производство товаров и услуг может обеспечить лишь монополист, поскольку эффект экономии на масштабах производства настолько велик, что только одна крупная компания может воспользоваться ее выгодами. Естественная монополия характерна для предприятий жилищно-коммунальных услуг - производителей газа, электричества, воды, телефонной связи и т.д. Что касается других случаев национализации, их экономическая целесообразность гораздо менее убедительна: над компанией может быть установлен государственный контроль по причине ее убыточности или по политическим соображениям с целью сохранения рабочих мест. Так, например, автомобильный концерн «Бритиш Лейлэнд» был национализирован в 1975 г. с целью реорганизации и вновь стал частным в 80-е годы. Монополии в частном секторе могут достичь такой же эффективности производства, как и государственные, однако существует опасность того, что они станут злоупотреблять своей монопольной властью, устанавливая высокие цены. Государственные монополии стремятся защитить интересы потребителей, удерживая «справедливые» цены. Противники национализации, однако, утверждают, что государственные монополии могут нерационально расходовать сэкономленные средства по причине внутренней неэффективности (бюрократической негибкости и проблем регулирования, приводя щих к Х-неэффективности (см. X-inefficiency)) и что эта неэффективность может со временем усугубляться тем, что государство станет предоставлять субсидии убыточным предприятиям. См.
